Maybe the agencies that he used were able to track down the scammer and force him to return the bitcoin back to the victim since you can't reverse an already confirmed bitcoin transaction. Bitcoin is not centralised like those shitcoins, which the developers can freeze and reverse transactions.
Exactly. Even if recovery agencies identify the hacker, if he has already moved the coins to his own wallet, there’s no way to recover them unless he voluntarily hands over the wallet’s seed or private keys.
Recovery agencies and blockchain analytics firms can be helpful in identifying the hacker, but how quickly this happens depends on how vigilant/smart the hacker is.
Every experienced Bitcoin holder knows that Bitcoin transactions are irreversible, ones it's done there's nothing the sender can do about it. I believe that the least thing that recovery agencies can do is monitor or identify the scammer, maybe give the identity to law enforcement but they cannot directly refund the stolen BTC to the owner. People should learn how to protect their wallets so that they will not fall prey to increasing number of scammers and hackers that are online looking for victims to steal from. Always verify twice before sending your coins and don't click on what you don't understand online.
