This means that your casino asks for KYC, but not at the time of account registration and people can play as much as they want, but at some point the casino may ask for KYC if they deem it necessary. It must be clear to everyone that your casino is KYC.
Almost all casinos I see "reserve" the rights to ask for KYC documents if the need arise. I think this is different from a casino asking for your documents certainly at certain points, like before deposit or withdrawal.
