Usually a club like Man City that has abundant funds will get out of the slump faster than other clubs. They have enough resources to bring in quality players. Even though there are still many games yet to be played, Liverpool is already certain to become the new champions in the EPL because Arsenal has started to wave the white flag after being left so far behind Liverpool.
Man City has started to find its best performance slowly, the top four position is their target so they can appear in the UCL next season.
Though what you're saying is true but the problem of Manchester City has never been finances though I don't know if they had had such issues before rather their major problem is the current mentality of the entire team, I think there's something fishy in the club which I feel should be resolved, they got all it takes to do anything they want in terms of what you said but the thing is, they have to solve the lingering internal stuff which we may not know before they can bounce back and beside I don't see them bouncing back this season again may be we can be talking about next season.
Arsenal, Manchester City and Chelsea didn't maintain consistency as much as we expected them to and I think that's they reason the serious team took the lead, Liverpool has already gone far and with the look of things the English premier League title is likely to be coming to Armfield, the 3teams I mentioned can not be trusted in terms of performance this season as such I don't expect any much thing from these afford mentioned teams but if they could finish within the top four zone then that's good for them all.
