Am not expecting them to conduct another round or more of signature campaigns in this forum since they don't seem particularly interested in it anymore and are more focused on other stuff like review campaigns etc.

It's definitely possible for sites to become popular even without long running signature campaigns through other forms of marketing for a long period of time.
Looking at the manager through whom they ran the campaign and the high payment requirement, it seemed that this campaign would not go far. But later I saw that they were trying to do something fairly good. In the end, I was right that this campaign could not go far. This may be a problem with the Sig. Cam. Manager. The project manager could not be convinced well and they may have lost interest after seeing this high payment.

Again,
If you pay special attention, you will see that the project manager is not that active here and did not respond well to everyone's comments. Although it has already been stopped, the campaign manager could have reduced the payment a little and run it for a few more weeks. If it could have run for a few weeks, then some progress would have been seen from here.
Have the signature campaign manager finally paid the participants of the signature ad campaign? The answer is No, and it happened that a friend of mine also participated in the campaign and up and until not, he's not gotten his payment for the one week campaign lasted, I somehow got in contact with the campaign manager and I asked him his participants haven't still be paid up and until now, he said that the price of bitcoin went down and the usd worth of the bitcoin he had was no longer enough to settle all the participants.

As much as I think this reason is valid, it still appeared very unprofessional to me,  he promised that payment will be sent out today (still waiting to confirm this with my friend), and I think the campaign manager deliberately decided to put payment rates high so that he could get alot of application even from top reputable users of this forum, and as well as merits and other benefits, and I also think their intentions from onset was to run the campaign for one week.
