1) How can African governments and private sector actors mitigate the impact of USAID funding cuts?
By investing in the development of the African Nations. I sincerely love the new Administration of the White House and the policies. The African Nations are rich enough to fund their  welfare and development. If we keep getting fundings from the US, instead of developing as a nation we end up facing retardation.

Improving on our locally made products. Do enough research on how to refine our own natural resources to suit our needs. We don't need funding from any where all we need is resort to what we have and make finished product of what we need.

By closing the boarders to foreign aids. Come together as a cooperate body and seek on how to finance the various sectors within each regions.

The impact is already being felt. One of the ways it's hitting hard is though inflation. Every nation in Africa can start building towards the future. Put up a system that will checkmate corruption in all sectors

Build a conducive environment for entrepreneurs and businesses. Ensure the get adequate fundings and ease to loans if need be. Africans can setup their own funding system to assist smaller countries in growth and sustainability.
