It's not like you contact a bank and ask them to reverse an unauthorized transaction.
Exactly this is because bitcoin doesn't work with KYC besides you can't even tell how many addresses a person has if he doesn't disclose them. This is one of the reasons one has to be very careful because reversing transactions of scammers is almost a zero percent positive outcome.
This is because scammers don't actually care about how much fees they waste just to ensure it gets confirmed faster. Infact 9 out of 10 times your wallet gets hacked you will find that transaction in the current block so before you rush to RBF back to wallet it may be confirmed already.
