If gambling is banned in a country, everything about gambling should also be banned and not allowed in that country, so having courses that teach about something that is banned won't be viewed in the right way, unless in a case where the reason for the ban is that they can teach the citizens the risks involved in gambling and the rest of them. Since gambling and its business are banned, they can't be teaching about risk management.
