Apart from the roles played by citizens in eradicating poverty in any country, it's the governments duties to utilize the countries resources and manage it appropriately in other to reduce the rate of poverty in the country. Bitcoin is not our government so it can't help a country eradicate poverty. Bitcoin can not do the work of the government, it can only help citizens gain financial stability and strength but can't do the job of the government.
