My question is can I be able to buy bitcoin now that the dip has occured.i need to understand how the market works and how to get started although I have not invested online before I mean bitcoin investment,

Hope this is the best time for me to buy bitcoin?
Yes, you should start your bitcoin investment right away if your extra cash available. When I mean your extra cash no matter how little it's what matters is that you get started since you don't have any bitcoin. It's better to be a low coiner than a no coiner. I mean to your discretionary income Which is the left over money after you have set aside the money for your monthly expenses needs. You use part of your discretionary income, the amount that you can use to be buying bitcoin every time you get paid and it wouldn't affect you.

The DCA method is best for you as a brand investor because it enables you increase your bitcoin bit by bit with your regular weekly DCA buying. If you continue like buying consistently and persistently without missing anytime for 4-10 years and above, and take your bitcoin accumulation as your priority. You will be surprised at the size of bitcoin that you have accumulated.

Setting up an emergency funds as you have started your bitcoin investment is very important because it's a going to be a backup funds to your bitcoin investment, so that when an unforeseen circumstances occurs, you can use your emergency funds to take care of it. You can share your discretionary income into two, use one part to build your bitcoin investment every week regularly and also use the other part to build your emergency funds of at least three months of your monthly income.

I think that this is correct - For @Viktor winer to get started right away within his discretionary income, and if the first questions of uncertainty have to do with how to buy coins and how to store the coins, then of course, he has to go through the process of figuring out from where he is going to be sourcing his bitcoin (is it an online exchange or somewhere else?), and then perhaps if he starts out buying $10 per week, then after a certain amount of time, h  is likely going to want to move those bitcoin to his own self-custody. 

Viktor winer can learn by doing and become more and more comfortable by setting up and maybe figuring out various ways to source his coins and by going through the process of doing..  As he becomes more comfortable, then he can  increase the amount of bitcoin that he is buying on a weekly basis.   

It is likely that if he is ONLY able to buy small amounts of bitcoin, then he may well have to just continue buying for 4 years or more and then to reassess at various points along the way and to continue to learn and to figure that if he does not know and he is not comfortable, then  he has to figure that he has  to keep on learning, and do not get worried about short term prices.  It can take a while to get comfortable with bitcoin, yet no one is going to tell him what he needs to learn,  and he has to learn his own balances and figure out the extent  to which bitcoin is a good place to put money as compared to other places that he can put time, energy and money, and no one is going to feel sorry for him if he fails/refuses to take action.   He is responsible for his own actions or his failure to act in regards to bitcoin, and also he should be trying to customize his buying of bitcoin  to his  own 9 individual factors.

If Viktor winer is are sure whether he is a long term investor or a short-term investor into bitcoin (perhaps a trader if he is not even able to commit to 4 years or more), then he has to figure out those kinds of balancing of timeline matters.  Many of the regular bitcoiners suggest not fucking around with trying to trade bitcoin, and instead just plan on continuing to buy bitcoin for 4 years or more.  And Viktor winer has to figure out his own comfort levels, including  his budget and figuring out if he is able to  front load investing into bitcoin, or to merely draw available discretionary income as it comes available on a weekly basis or whatever frequency he is going to be able to buy bitcoin. 

And like Ruttoshi said, getting started is amongst the most important of paths for any no coiner as well as continuing to accumulate bitcoin through buying on a regular basis is one of the most important of paths for low coiners.
