That's true. If you don't have the mind to accept lose it is better to stay away from gambling. It is too funny to go into what you are scared of and to take responsibility if anything happens. Going into gambling with the mind of losing money and if eventually it happens , it can be very painful that you may even decide to chase your lose thst could lead to more lose. It is better to set greed aside and never to force yourself to gamble. When you are ready to gamble you need to be ready to accept lose if it eventually happens.
It is easier said than done, actually, specially when greed is one of the main forces which my this billion dollar industry on the internet. Though, I agree with you, gamblers should be ready to lose their money and walk away when they are already feeling they are getting close to their limit and settling out the boundaries of their budget, though that is not always the case for most gamblers out there, who think on the potential winnings of their sessions and nothing more beyond it.
I believe it is natural to feel scared of losing money when one has already staked more then one should, it is similar to a signal of one doing something should not, and the correct action to take would be to step down our wager until we stop having those feelings of fear.
Though, that is just my personal opinion and experience when comes to fear and casinos... It is better to walk away with little bit of money left than with nothing at all.
