A casino platform must control an economy and have a regulatory system that can never be decentralized. Some casino sites claim to be anonymus casino but they do it only to attract users. You can read the Tos of those sites and see that they have some rules about kyc right there. But they are only using in their title they are decentralized and they are anonymous casino site where you can gamble for any amount without submitting your identity document. So always read ToS clearly
