I think I'm the person who has received the most messages from this member asking for a loan. 
Although I don't give loans and don't like dealing with them due to their high risk,, I did it because he needed to buy medicine. He has already returned the amount I lent him, and I did not take any interest from him.
so this is why he thought it was a good idea to message random people on the forum to borrow $10, because it worked before. i also don't think he was trying to exit scam considering the amount.
even if he managed to get 20 people to lend him $10, scamming $200 and ruining his account when he can earn much more from sig campaigns would be just stupid.
this was nothing more than a severe lack of judgment on his part.
i don't know what he needed the $10 for, but if he had just created a topic asking to borrow $10, i'm pretty sure someone would have helped him instead of risking his account getting banned over this.
