It common sense - if you're assigned to be a merit source to a particular board you're expected to give 90% of your allocated source to that board doing something otherwise is unethical.
The punishment is your allocation will be decreased/ not increased overtime- theymos sees everything.. I give my Smerits merits to any board of my choice but my source allocation stays here.

You asked a question, and I simply gave you a broad answer. I don't get your fascination with CB sources, and how can you be so sure that he distributes all his source to the local board? Do you even know the number of source allocated to him?
We don't even know his arrangement with theymos. We should be more focus on getting another merit source.
