If we have known lots to be some sort of sacred activity that could act as a guide to help make some decisions after the outcome, can we not then classify or tag casting lots and drawing straws, as a kind of gambling activity?
Not really, I do not think so. Because these activities are only being done for decision making purposes. They did not have to stake something of their own, no? They are not hoping that their money will be doubled or something when they get picked or considered a winner.

I think both of them share similarities with gambling in sense of relying on chance to determine an outcome but the intent behind them is different.
Some people might have the same mindset though that in gambling every single outcome is divine controlled or something that God has control over. They should realize that gambling is just basically randomness. I doubt god is spending so much time trying to control the outcome of every bet lol.
