Let's give him a break. It looks like he's unknowingly driving himself into even worse debt. I know life is tough in the Philippines, but I can't imagine there aren't people around him willing to lend him 5 or 10 bucks. It's clear that the man isn't very responsible about his debts (although if I'm not mistaken, he's not a child enough not to understand this), and this incident will show him that he's practically walking on the edge of losing his last earnings from his account. Tuesday will be the last day for him to pay off his debt.
we don't know his circumstances, but i can definitely imagine that $10 can be a lot there depending on whether you are working a formal or an informal job where people earn much less than the daily minimum wage.
i don't think he is trying to scam or anthing, but he need to get his shit together.
