The context is when you create an account you don't need KYC but when you are in a certain situation like claiming a bonus/promotion or something else then KYC is required, this is what often happens in casinos and they can put up banners without KYC

On one hand we understand they want to prevent bonus abuse but on the other hand this is like a trap. If you really want to avoid KYC then don't claim any bonuses this way you have a reason to refuse KYC but still no guarantee
It's more easier for a no-KYC platform/ casino turns to a KYC platform/ casino than the opposite way.
With more and stricter laws, regulations and related enforcements by governments, the popular trend globally is more centralized platforms will turn from no-KYC to KYC. There will be more pressure and attacks from governments to force centralized platforms switching to KYC on their customers.
Governments and assigned authorities will do more legal attacks against centralized platforms on KYC policy.
I don't know and I'm unsure that FortuneJack turns their policy and become no KYC, but probably they won't.
