I think that, reading some posts before (ivan and meme...) what icopress is trying to explain is that there is no way (for now) to make BPS tournaments private, meaning that I am referring to the unrepeatable (for now) Bitcoin Poker Series of BTT, then... it things mentiones before; the collusion(e.g.), etc. are something else that has nothing to do explicitly with the point raised.
I think that point 1-2 is understood, since there are players in bcpoker who do not make a life in the forum, so zero idea about our tournament.
Then, and/or in any case in the description of the tournament it would be "recommended" to leave something clear as: ' exclusive for players of the bitcointalk.org forum,' that, "perhaps" would avoid having some "unwanted" players, but if it happens we surely enter point 2, indicated in the quote.

ps: I read that Ivan and Yahoo are already training... mmh! although the "gym" is expensive per hour... that's why I pay monthly, or better said literally; play tournaments. Really! without sarcasm, there is no doubt that the rake is a fundamental part for a poker player.
If 5 are left in the tourney and only 1 is a person from the forum that person is going to get top spot for points is the way I understand it, so should be fine IMO.
