Yeah. You have to wait longer for FS in a high volatility game but the chance of winning big amount is high too, however, it's never guaranteed. I have played Fist of Destruction by HACKSAW Gaming yesterday. Started with $80 balance and $0.20 per spin. I ended up winning not a single FS, lost the total balance.
Most likely, there are others who are trying to get into the competition, but they can't make it to even 100x.
For sure, Hacksaw games are very hard to hit, and even if you got a bonus round, it's not a guarantee. I even had to be very happy if I hit a bonus round, but they've all dead spin unlike others who hit big multiplier with just one single spin.
