The story about Osimhen never ends because none of the clubs are really serious about signing him. If they are serious, they should be brave enough to pay a high price for that transfer, but unfortunately no one has done that yet. Arsenal are now reportedly going to pay the release clause so they can sign the striker and it looks like Osimhen would also be willing if it was Arsenal. Now it remains to be seen whether Arsenal are serious enough with their intentions, or there will be another surprise (maybe from PSG or Man United).
I don't think the issue is about clubs being serious about signing him, but rather Napoli's high transfer demands. Osimhen’s hefty price tag has made clubs reluctant to make a move for the striker. Although recent rumours suggest that arsenal is interested it's unlikely they would be willing  to pay such a high fee for the African striker. Who knows which club will eventually meet Napoli's demands? Hopefully it will be Manchester United. Given his goal scoring ability whichever clubs sign him will be making a significant long term investment.
If we look at the current situation with osimhen, it actually starts from the contract extension he agreed to in December 2023 with napoli, 2023 then he agreed to the release clause proposed by napoli even though he knew at that time he was starting to get attention from PSG and also several other big teams and I think that's what makes it difficult to get out of napoli at this time, PSG, Chelsea and arsenal are some of the teams that wanted to sign him in the transfer window last winter but unfortunately the transfer was not realised because of the high price demand from napoli, just like you, I also don't think arsenal will want to sign him again, although napoli has started to reduce the selling price of osimhen but still arsenal is not a team that wants to pay a player for 70 million euros.
