I'm thinking the only reason a casino would hire a bounty manager whose abilities and communication skills are this bad is because they plan on running an exit scam relatively soon.
There's another possibility as well. I can't talk for others but in my case, I have introduced bitcointalk to a few of my existing clients. Have shared how bitcointalk works. Most of the times, they asked me to manage their ANN but I ignored this because of the importance of having official rep here (different cases are there but I have hired forum users to manage ANN in such cases). Not everyone do this as they can charge extra.
It's possible that they don't know how bitcointalk works and why their official rep should be the one to manage official account.
