you'd have a hard time looking for that kind of bookmaker, The majority of bookmakers nowadays that have a good reputation usually have in their ToS that they can request KYC at their own discretion, they may not ask you to perform KYC during registration but they could ask you while gambling or while trying to withdraw. also, the two sportsbooks you mentioned also have those kinds of rules in their ToS.

yeah, there are sportsbooks/casinos that usually don't ask for KYC on withdrawals but they still can ask you anytime they want, I've seen a lot of posts/complaints from gamblers being asked to perform KYC when they try to withdraw from a sportsbook/casino and them being surprised because they thought the sportsbook/casino does not ask for KYC or not strict when it comes to KYC.
