Your post seems biased without supported by the data. So, i bring you how much money spent by Arsenal since Arteta joined there. So, you can compare them to the City about final net balance and achievements by the club. City who successfully won 4 EPL trophies in a row combined with UCL, and various trophies actually spent less than Arsenal did. This is clear the problem is not player, but coach.
As for Arsenal's result in UC, i have no comment as they still luckily got ez fixture. The better to wait when they fight strong team such as Madrid, Bayern Munich or even Barcelona.
