Any user can fall on hard times. One day it's possible ppl need $10 loans but don't want to give collateral or don't have any. Desperation makes ppl behave in a way which's not normal but it's a problem if someone's sending multiple messages asking for loans.
I agree with you on this and when you ask for a loan from someone who doesn't know you on this platform via a PM sends a lot of messages. And if many others have complained of this same issue, I think the matter needs to be looked into.
I was also asked of a loan by him and I guess he was in dire need of the money that's why he kept sending at random depending on how many would respond but that doesn't make what he did look okay.
