Though, you need to consider there are several governments in developing countries which do not actually care about the well being of their citizens and are willing to take bribes from casino owners, in other for the latter to deal with underage gamblers and boost their business faster, so relying on authorities is not always a reliable thing to do fight gambling addiction amount the youth, it is better to educate children and teens about why gambling is supposed to be an activity only for adults and how it could negatively impact their future.
It is in my country that corruption is so widespread that it permeates all sectors and areas of people's lives. It seems to me that there is not a single area that this "phenomenon" has not affected. Therefore, I can confidently say that it has already become part of everyday life.

What kind of education can we talk about when schools are closing all over the country and no one cares about the disastrous situation in education that has developed today? It's a real disaster. None of the officials even think about how to fix the situation. They need a stupid and impoverished population that is easy to control.
There must be firmness from the government in making laws about students or public appeals, for example, gambling must have strict regulations. But when you say that government corruption is already severe in one country, it is very difficult to build a good country. It is like a culture of corruption and is very difficult to eradicate. It is also very difficult for generations to develop in places that lack a good educational foundation for students
