Exactly when you are being empowered you are being given access to some opportunities and skills that will eatn you a lifetime benefits if used effectively. All what you've stated here is absolutely correct but looking at how it can results to poverty reduction in the society I think I'll make some clear illustrations, when bringing in some of this empowerment program to an underdeveloped environment after a successful training of the personnel there should be provisions or availability of the materials to the individuals to aid it's effective use that way you have empowered the citizens and as well reduce the level of poverty cause we that they can go anywhere in the world and explore and a fortune out of it.
Several empowerment programs i have encountered in my local area, most persons that participate in it don't really care about the skills they are going to learn. What they are more concerned is the resources/equipment that might be giving to them and i find this very foolish. If you check around these companies/organization sponsoring empowerment programs don't include equipment's anymore even though it is essential. What they do is that they pick out the few persons who really learn something out and can practice it, they take them and set up a store or employ them into any firm where they can serve as an intern for a few months under probation.

What am saying in essence here is that many empowerment programs have brought unskilled persons in several industries, and it has also empowered many people who took it seriously.
