For additional information maybe you should read this thread https://bitcointalk.org/index.php?topic=925534.20 since they raised the same questions as yours and there's so many good opinion about possible requirement before you became what you ask in this thread.

Also it seems Theymos doesn't need mods especially on local section since if you look at that section there are so many vacant and he didn't fill those spots to have local dude moderating those sections.

Getting that position seems so hard to get right now.
