Thread like this isn't compulsory. Just that most newbie made such post to creat awareness of them just joining the forum. This also help them to get some basic post that could guide them through the forum by some reply made by old forum members.
I wouldn't take it too seriously, given that this is common practice by newbies. And since this is the "Beginners and Help" board, this kind of behavior is to be expected from them fairly often.
Other forums have an "Introduce yourself" board as well.
