Yes. If it’s your Internet Service Provider which blocks the access to the casino then, in most cases, there is no need to use a VPN or even a DNS third-party tool to bypass the restriction. You can try to change the DNS servers which were automatically assigned by your ISP to a different one like 8.8.8.8 and see if that works. You can do that from your device's Network and Internet settings. It worked for me just fine.
I don't know how it works but I've changed my DNS servers multiple times myself and that didn't work for me and that's why I also considered using VPN to visit some casino sites that are blocked for me. Even, the free vpns work with good enough speed and that's why I don't think there's much need to purchase a VPN subscription if it can be used for free and works at the same time.
