Tottenham fate is exactly like Manchester United, where both Premier League representatives must fight hard to win the Europa League trophy, which provides a path to the Champions League next season. Through the Premier League route, both teams seem no longer able to finish in any European zone, which is why they must place the Europa League as their top priority.
Of course, other contestants also have equally big ambitions, which will make the competition even more competitive. Last season, the Europa League presented a big surprise with Atalanta emerging as the winner, perhaps the same story will repeat itself when we tend to think Manchester United or Tottenham will win it this time.

Both Manchester United and Tottenham are underperforming in the Premier League. That's why their target is to win the Europa League and qualify for the Champions league. But that's  also very difficult.

Manchester United will play  against lyon in the quarter-finals. lyon is a strong team. This team has performed well in the Europa League platform and even in the last few matches of Ligue  1, Lyon's players have been able to play well.
Tottenham is going to play against frankfurt. Frankfurt is one of the most renowned teams in the Bundesliga. Frankfurt has qualified for the quarter-finals by defeating a strong  opponent like Ajax. So this team cannot be underestimated in any way.
The opponent Manchester United will play against in the quarter-finals will be difficult for Manchester United, but I will say that Manchester United will take a little bit of a lead against that team. Manchester United just need to play their normal game and before going on the field they have to think that they are favorites against the team they are playing against and if they play at their best then it won't be too difficult for them to win. If they can overcome the hurdle of the quarter-finals, the hurdle of the semi-final will not be too much for them because they may have a relatively easy opponent waiting for them in the semi-final, so Manchester United will have to try to overcome the hurdle of the quarter-final first. 

On the other hand, Tottenham performed well in the Premier League last season, but I don't see them performing as well this season, so there is no telling how far they can go in the Europa League.
