I think you're missing the point: obviously gambling should be disabled instantly, but I see no reason to block withdrawals.
Once you are self excluded most sites won’t let you even login anymore, that’s just how it is. I get your point of course but often enough that’s standard procedure. So it’s in the player’s best interest to withdraw their funds before making such an important decision.
Still, this case it totally different than what the starting post by the OP is actually trying to tell us, which is not ok as well!
