Do you agree with xOrpian's findings from above, and is IP Volume Inc the right party to send complaints about exch[.]cash?

Reporting to the hoster isn't really interesting because it doesn't actually solve the problem. It's best to deal with the registrar. Moreover, when we look 'exch[.]cash' on whois we get:

Registrar: Tucows Domains Inc.
IANA ID: 69
Abuse Email: domainabuse@tucows.com
Abuse Phone: 416.535.0123x1283

Looks like Tucows are refusing to take responsibility and prefer not to act even though it's against their ToS.

I assume you followed my report, but I'll also pass on their latest response here.

I am not disputing the mal intent .  However, Tucows is not a trier of facts and the domain would require due process. We have assisted in coordinating this complaint to the corresponding provider.

So the disputed domain is with their partner, the reseller who currently controls the domain.
I was just asking for the name of the partner, so in the meantime, you could directly demand from him to put this domain on hold.

btw. Noticing that the support officer mentioned several domain management companies in his signature. It seems that they all have common support, probably also the ownership structure
