Yes Manchester City seems to be team most likely to get into UEFA Champions League tournament this season. Chelsea on the other hand is not doing as well as they should be and it is surprising to see them in 4th place when they have potential to do better. Both teams have been losing points and having trouble staying in top four. Manchester City manager Pep Guardiola is feeling good about his team chances of getting into Champions League next season. But Chelsea situation is not clear mainly because their coach Enzo Maresca is not doing great job. Chelsea has money and talented players to compete for English Premier League title but their coach does not seem to want to admit that team wants to win and that is holding them back.
I will not judge based on past glory of any of these two clubs. City should be the one to finish up on the 4th position, but with the ugly situation of the club this season, they might fall out from UCL zone by the end of the season. Only the words of Maresca can work against Chelsea maintaining the 4th position, because I haven't seen a coach that's not targeting something big. Maybe, Maresca does not believe in himself.
I think they have spoiled their own records by not appreciating their good performance and hence they will not improve themselves. Manchester City can fill this position if they work hard but they don't work hard which will get them out of this league because their performance and record have been such that it is useless to hope and bet on them so we should not consider Manchester City so special and focus on other teams that are in it. It could also be that they are thinking differently as they should continue to perform well, but their form has been similar to Manchester City's so far, so we wouldn't consider them special either.There are strong teams in UCL waiting for this title and we should pay attention to them.
