Practically, gambling is prohibited in many countries, Bitcoin and cryptocurrencies related activities are illegal or allegal in many nations, but people still do gambling or activities with Bitcoin and cryptocurrencies. When doing this, they are aware of illegal activities and must be affordable with any legal issue in future.
It's user responsibility, not responsibility of Betpanda.
It is clearly written in their TOS; I just read it, and I believe that such a section can be found in the majority of casinos, and it's a disclaimer that it's not the casino's responsibility if a legality or another issue arises. It's understandable, not their fault, that our governments are banning cryptocurrency casinos, even though we know that they do it for taxation reasons; the casino should not be held accountable. If we're being honest though, I doubt anyone pays attention while a large number of their player base (generally speaking, not just Betpanda) plays from a restricted country.
Also @Betpanda, I noticed that your TOS has quite a few grammatical errors, I possibly could assist in correcting those if you're interested.
