You are right, if the banned account has enough alternative accounts, they may not have a problem actively using other accounts. Like this account that woke up after a few years and immediately applied for a campaign. Maybe it has something to do with the alternative account that has received a signature ban.

I actually wanted to report a cheater account in the same campaign as OP but in the previous round. But after I checked again, it turned out that both accounts had been banned by signature at the same time. The person operating the account must be quite frustrated. I think that's enough for the owners of those accounts.
