If he was afraid to lose it somehow then he probably might not be able to afford that much to lose in a bet but a $0.7 is generally somehow small amount for a bet..
Hence, whenever a bet is taken consider the money gone until you eventually win it back with a return on it.. this is why it's advised to always bet what you can't afford to lose,so  if he cannot afford to lose the $15 then he shouldn't.
