The only reason why this sort of behaviour occurs is because the underlining concern is campaign quotas. This could also possibly indicate that those rushing through posts to meet their campaign quotas have more than one account. This is not the only member that has done this, there is another thread about the same thing: Kavelj22 copy pasting own posts, most likely for signature campaign's post count.
