I don't understand the language in the link you shared but I think it's related to Sinbad campaign managed by Royse and I was part of it that year. I think issue like like this has more to do with region regulation in compliance with government order. The truth remains we can barely do without centralized exchanges even though we despise them. The best practice of using Cex is the usual practice of depositing a small amount to use at a time and never deposit large amount of assets or store your assets in Cex. I find it offensive to freeze one's assets at any slight issues thou and more provocative to request for sources of funds.
