No society will grow or develop when the leaders or government aren't doing their job right. Many failed society was colb as the result bad form of government projected powers and administrative costs. Many Africa leaders are fixed or low in development priorities or even society. When leaders fails in their capacity to build expected society it cause such societal  crime and poverty-stricken members.
 This also can lead to poor standard of living, bad government ruins the beauty of progressive society and create unemployment, bad government detorate peace and escalate hunger, theft, insecurities and cyber crime to the youth as only give choices where a failed leader is the head.
You are correct but some times let's also talk about the citizens too, are they doing anything not to be a part of corruption in the country? The responsibility of building a better and progressive country shouldn't only soley rest on the shoulders of the leaders, as citizens we have vital roles to play to implement positive changes in the country. During elections we as citizens are the ones in charge of choosing a better leader but the gullible ones are being used to rig election results and then giving power to the wrong leader in exchange of little Pocket money, participating positively during elections without selling our votes can bring an end to bad governance and poor society.
The government can easily reduce the rate of corruption than the citizens, because the government will enforce the law and anyone that voilates the law will go in for it. That will make citizens sit up and avoid some criminal activities. However, if the government is corrupt, the judiciary will be weak. People will be above the law and the poor will be oppressed for easy manipulation.
