I don't think it's intentional, as a business of course casinos want to get a lot of players to make big profits and the way is not to hold their players' money by not processing withdrawals for KYC reasons, so it's just about the rules and often the party who feels disadvantaged by the rules becomes suspicious that the casino is intentional but I don't think so.
