He used to be a great midfielder, but at the moment I doubt he can perform like he used to. Not being on the pitch for a long time can be a problem, even if it is not due to injury and he is still able to train, , but it's still not the same as if he was always on the pitch. So it is quite reasonable that no club has made an offer to him because that would be the same as making a speculation that could end in failure.
Pogba is indeed one of the best midfielders in Europe and his best career was achieved when he managed to bring his country to win the World Cup. At club level no one doubts Pogba's ability, but unfortunately he ruined his career by being involved in doping and most importantly he was prone to injury while at Juventus, this problem also made his quality decline.
For now there is no team for Pogba to return to playing football so it's a little harder for him to prove that his career is not over and I hope he finds a new team in the next transfer market.
