Read this interesting article that mentioned how F1 strict regulations quite possibly led to red bull drop lian after two races

While it is true that not allowing rookies to have over a thousand laps just to make sure they know what they are doing could result with them having bad results like Lawson. There needs to be a line drawn somewhere, if the cap is not respected, any team that could pay for plenty of testing could just get the title.

We already have bunch of teams that forces the limits of the financial cap every single year, versus bunch of teams that already has less than the cap. You think Red Bull and Williams spend the same amount every year? Or Ferrari versus Haas? So in the end, these attempts are a way to make sure FIA and F1 could level the playing field just a bit, the gap between teams is already huge, but these type of rules at least makes it a small bit closer.
