No one is "at the wheel" making choices about all this. They've just left the site to run based on an algorithm. It wouldn't surprise me if the current people "running" the site don't even know how it works.
I have been saying this for months, because there is no other logical explanation for such amateurism all this time since the problems have existed. Whoever took over the business clearly has no idea how to run this. I've already prepared myself for the site to go offline at any moment and never come back, all the symptoms point to that - but I hope I'm wrong.
