If someone sells when prices are falling, they are traders. I don't think investors sell at a loss and it would be reckless for them to do so - I believe investors accumulate rather than panic sell. Investors are looking for long-term returns and small corrections usually don't affect their attitude towards their investments - but when they are equipped with capital, accumulation is what they will do as soon as the opportunity arises.
Traders are those who sell to cut losses - so they usually sell in panic so they don't lose much. Meanwhile - they also don't lose if they hold it, but high selling pressure can change their attitude in an instant. I always avoid trading - sometimes it just increases stress.
