Let’s break this down: What do taxes actually do, and what are the pros and cons of living in a country where tax enforcement is weak? Overall, does this benefit the people, or does it ultimately make life harder for them?
If there's not enough tax collected then government will fail to build the right infrastructure or will increase the tax rates with the hope of the one who is paying will compensate for who doesn't but it isn't fair and that's not how the tax system supposed to work. So in short term it might benefit for the people who is not paying taxes but in the long run it is going to be much worse like slow economic growth, unfair taxes that will push the investors out of the country that leads to more poverty.
While a government can't run without taxes even if they have zero taxes, we pay them in the other ways and like in my country with 1.4 Billion people there will be probably less than 10% who actually pay the taxes yet government manage to collect tax money in the name of road tax, property tax and something called GST.
