Let’s break this down: What do taxes actually do, and what are the pros and cons of living in a country where tax enforcement is weak? Overall, does this benefit the people, or does it ultimately make life harder for them?

Taxing should benefit the people more. When we say people then it means both the rich and the poor so making taxing strict compliance will better the people because the rich is taxed higher from their businesses and such proceed is used to provide public amenities that the poor can't provide for themselves.

Tax has benefit if well utilized, so it is good to be strict with the adherence of tax collection if the government won't be corrupt with the tax payers money. Countries that are not strict with collection of tax are likely to be corrupt countries because those countries that are not corrupt will be strict in its collection and usage.
