You're correct, I check in other local boards, the off topic section are really talk about random thing.
But, this post is stickied in Others (Pilipinas), there's written forum matters are posted in off topic, this could be the reason.
All politics, reputation/scams, newbie threads, forum matters, off topic, tutorials, posts that needs archival should be posted here...
