After some searching, I found more emails that can help us: 'dnsadmin@nic.cd' and 'maaurice.mufusi@scpt.cd' (Some credit goes to joker_josue) for finding the regulatory body's email for the initial '.cd' domain. Thanks for the info!

For the first one, 'dnsadmin@nic.cd,' since no action has yet been taken on the '.cd' domain by the registrar, I think it'd be better if the dnsadmin is contacted, and informed about it.

I've checked both emails mentioned above, and they are live and working fine.
Another thing: We can contact the DNS admin without hesitation; they help with phishing-related queries.
