Still trying to understand your point though. But we literally make up our mind to gamble. The casinos only make their promotions and it's your personal decision to signup on their platform and begin to gamble. Addiction is just the end point of gambling and when you don't not control yourself as a gambler you literally end up becoming addicted, which might ruin you completely. Addiction grows gradually from over gambling and being too emotional. Most addicted gamblers become so because they fail to see that gambling was meant to be for fun and too it as a source of income which is wrong.

Gambling might be luck, but it does not mean that because it's a platform, you can be lucky. It does not mean that you have to misuse it because that is what is putting a lot of people into trouble because they want to do more than they are thinking. And I don't see anything that the casinos are doing because people are always blaming the casinos, and it is always individual decisions that are made because casinos are not forcing anyone, and it is not as if if they should win, casinos will not give them their money. Their addiction was because they did not want to do the needful, and now that people are looking for alternatives, they have made them even do worse things by trying to gamble consistently because that is what a lot of people are always doing, but some, when they see the implication of addiction, they retest, but there are some that need external help.
