I think it has nothing to do with license, as long as I know Philippines is one of the restricted by Pragmatic Play in general.
At least I some casino provides the list of restricted countries by providers such as below images:





Above information are taken from 2 different casinos (well known casinos in this forum that I dont want to disclose).
There are also some bitcointalk users from Philippines who shared their issue when it comes to the restriction by Pragmatic in some casinos.
As far as I can understand, most Philippines players wont be able to play Pragmatic Play unless the casino make a special agreement with Pragmatic to unlock the restriction.
