from an individual point of view, it is everyone's choice to gamble or not to gamble. the management of your money is entirely up to you in a physical sense. but that doesn't change the fact that some people are going to go bankrupt, their lives are going to be very difficult with the existence of gambling. if it was up to you to allow gambling, knowing that it is inevitable when enough people are involved in gambling, would you consider it ethical?
In this context I'll like to explain in two different ways, cause everything that has an advantage will as well have a disadvantage. So then gambling can be ethical in such a way that you know how best to control your habits when you're going overboard and as well know when to stop using an amount that you can afford to lose. But in the other hand it's not ethical such that you continue to gamble without limits and get yourself addicted which can result in so many illegal acts and vulnerability such as a smoker who's so addicted to smoking.
